Character Creation / Rank Promotion Schedule
« on: February 22, 2017, 10:57:35 PM »
Starfleet uses a promotion schedule quite like the US Navy does. The promotion time-in-grade requirements represent the time an officer must spend at a particular rank before the officer becomes eligible for promotion to the next rank. The time-in-grade requirements are progressive, increasing with each promotion. Together with the total time an officer is in service, time-in-grade makes an officer eligible for promotion. Officers recommended for promotion are chosen by a selection board from a pool of all eligible candidates.

Ensign to Lieutenant J.G

Promotion from ensign, the O-2 officer grade, to lieutenant junior grade, O-3, requires an officer to have been in the Navy for not less than two years. This is the time-in-service requirement. Officers who served in the military prior to their commissioning as an officer -- a process known as "frocking" -- satisfy the time-in-service requirement before they are commissioned. However, these officers must have also served two years in the rank of ensign to satisfy the time-in-grade requirement for recommendation to the O-3 selection board for promotion.

J.G. to Lieutenant

As an officer fulfills his duties and obligations and again becomes eligible for promotion, time-in-grade and time-in-service." A lieutenant junior grade, often referred to simply as a "J.G," must have two years service at that rank before being considered for promotion to the rank of lieutenant, O-3. A J.G. must also have a total of four years of military service before the lieutenant selection board will make a recommendation for the promotion to lieutenant.

Lieutenant Commander

Selection for commander -- the O-4 officer pay grade equivalent to a major in the Army, Air Force or Marine Corps -- requires that the candidate for promotion must have served three years as a lieutenant to meet the required time-in-grade. A lieutenant must also have between nine and 11 years of military service. While nearly all ensigns are promoted to lieutenant J.G., and almost 95 percent of lieutenants junior grade, make lieutenant, the O-4 selection board only promotes about 80 percent of eligible officers.

Commander

Reaching the rank of commander, O-5, from the rank of lieutenant commander requires an officer to have served a total of three years as a lieutenant commander to meet the time-in-grade requirement. The officer must also have between 15 and 17 years of total military service. The O-5 selection board only promotes about 70 percent of those recommended by their commanding officers for promotion.

Captain

Captain, the O-6 officer pay grade, is the highest rank that a naval officer can attain without congressional approval in addition to the presidential approval that's part of commissioning and officer promotion. Before receiving a recommendation for promotion from commander to captain, the officer must have completed three years of service in the grade of commander, to satisfy the minimum time-in-grade requirement. In addition, the captain-selectee must have between 21 and 23 years of total military service before the O-6 selection board meets to consider the promotion. The O-6 selection board chooses approximately 50 percent of the recommended officers for promotion, depending partly on the needs of the service.

Memory Omega Database / Basic/Most Used Medical Equipment
« on: February 22, 2017, 09:52:37 PM »
Below you will find an alphabetical list of Starfleet medical equipment. This is by no means an exhaustive list, however, it outlines the functions of the most commonly utilized items in a Starfleet sickbay/infirmary.

Alpha-Wave Inducer

Induces variable levels of unconsciousness, from sleep to complete anesthesia.

Anti-gravity Stretcher

A stretcher that hovers slightly above the ground thus allowing a patient to be moved very easily. It is simple to use and can be operated by a single officer.

Autosuture

Closes open wounds by bridging the tissues with a fine artificial fiber.

Biobed

Used to monitor vital functions in patients. They are the standard diagnostic equipment in every Sickbay/Infirmary, used for examinations, surgeries and other medical procedures.

Bi-spectral Monitor

Used to assess a patient’s level of consciousness.

Cardio-stimulator

Used to resuscitate a patient suffering from a cardiac arrest.

Cortical Stimulator

Used to stimulate central nervous system function in unconscious or comatose patients.

Dermal Regenerator

Stimulates the healing of damaged organic tissues.

Electron Resonance Scanner

Used to examine DNA strands; it’s resolution can be changed so that it is clear enough to examine even base pair sequences.

Electrophoretic Dialysis Unit

Used to remove nanoprobes from a previously Borg-enhanced patient.

The Greenfield Filter

A device, surgically placed in a central vein, used to trap blood clots before they can cause damage in the heart, lungs or brain.

Hypospray

For administering medication by way of a powerful air jet that can penetrate the skin and some items of clothing.

Infusion Unit

Dispenses fluids and medications intravenously.

Isotropic Restraint

A forcefield that shapes itself to the body of a patient in order to hold them completely immobile on a biobed.

Medical Tricorder

A device which runs a diagnostic scan of the patient and feeds back information through a hand held visual display so that a diagnosis can be made.

Neural Imaging Scanner

Provides detailed information about a patient’s central nervous system function.

Neural stimulator

We have come to find out that Commander Jeldon Raxx, the Archangel's Strategic Operations Officer and Second Officer, has chosen to take back his position on the USS Viminal Hill as their Executive Officer, taking with him Marine Captain Jamison Dwyer. There are rumors that a new Marine CO will be coming, but no one can be sure who.

There were also reports that the USS Budapest, the same ship carrying the Judge Advocate General, Fleet Admiral Jacob Stanaforth and prisoner Nikolai Rostov, had been attacked by Orion mercenary forces and the prisoner was beamed off. The entire command crew plus others were killed and several more were wounded, including the Admiral. The Archangel is currently assisting in repairs and treating the wounded.

As a result of past missions going awry and an enemy combatant on board the Archangel, the Judge Advocate General himself, Admiral Jacob Stanaforth visited the Archangel. He removed the prisoner, Doctor Nikolai Rostov, but left his two JAG aides on board to conduct an investigation.

Commanders Eva Deverell and Christian Stryfe questioned several members of the crew, and while there were mistakes made on both sides, the conclusion is this: the JAG officers were presented with wrong information and they feel like this turned into a witch hunt. Which it was, and now have to figure out who the mastermind behind the entire operation is.

Memory Omega Database / Starfleet General Orders

General Order 1 - The Prime Directive

As the right of each sentient being to live in accordance with its normal cultural evolution is considered sacred, no Starfleet personnel may interfere with the normal and healthy development of alien life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely. Starfleet personnel may not violate this Prime Directive, even to save their lives and/or their ships, unless they are acting to right an earlier violation or an accidental contamination of said culture. This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.

General Order 2

No Starfleet personnel shall unnecessarily use force, either collectively or individually, against members of the United Federation of Planets, their duly authorized representatives, spokespersons, or designated leaders, or members of any sentient non-member race, for any reason whatsoever.

General Order 3

The sovereignty of each Federation members being respected in all things, Starfleet personnel shall observe any and all statutes, laws, ordinances, and rules of governance currently in effect within the jurisdiction of a member planet. Violators of such ordinances will be subject to such punishments or corrections as shall be determined by local governmental bodies.

General Order 4

If contact is made with hitherto undiscovered intelligent lifeforms, under no circumstances shall Starfleet personnel, either by word or deed, inform said lifeforms that worlds other than their own exists outside the confines of their own space.

General Order 5

In cases of extreme emergency, Federation special representatives are empowered to assume emergency powers to deal with a condition or circumstance that is deemed hazardous to the welfare of Federation citizenry. Within the scope of these emergency powers, duly authorized civilian personnel may assume temporary command of Starfleet vessels and/or personnel to deal with the emergency. Starfleet personnel must submit to their authority for the duration of the crisis.

General Order 6

The request for emergency assistance from Federation citizenry demands unconditional priority from Starfleet personnel. Such personnel shall immediately respond to said request, postponing all other activities.

General Order 7

No Starfleet vessel shall visit the planet Talos IV under any circumstances, emergency or otherwise. This order supersedes General Order 6. Any transgression of this general order shall be punishable by death.

General Order 8

Upon sighting a warship within Federation space and identifying it as belonging to a foreign power, the commander of the Starfleet vessel shall determine the reason(s) for that craft's presence in the vicinity. If there is conclusive evidence that the vessel has a hostile intention, the Federation vessel may take appropriate action to safeguard the lives and property of Federation members. In such cases, the commander may use his discretion in deciding whether to use force to disable the hostile vessel. However, care should be taken to avoid unnecessary loss of sentient life.

General Order 9

No commander of a Starfleet vessel, military or auxiliary, may grant political asylum to any individual without first being given express permission to do so by a representative of the Federation government.

General Order 10

If there exists eyewitness testimony by senior officers or similar verifiable evidence that an individual has violated the Prime Directive, said individual may be relieved of duty by a duly sworn representative of the Federation government and placed under immediate arrest. The governmental representative shall then take such action as he deems necessary to minimize the results of the violation.

General Order 11

Starfleet officers with the rank of captain or higher are granted full authority to negotiate conditions of agreement and/or treaties with legal representatives of non-Federation planets. In such circumstances, the acting officer carries de facto (by default) powers of a Federation special ambassador. Any and all agreements arranged in this manner are subject to approval by the Commander in Chief of Starfleet Command and the Secretary of Starfleet.

General Order 12

Federation officers may violate Neutral Zone areas as designated by treaty only if such action is required to save the lives of Federation citizens under conditions of extreme emergency.

General Order 13

Except when orders state to the contrary, Starfleet personnel will respect the territorial integrity of independent planetary systems and governments, and will not violate territorial space belonging to such worlds.

General Order 14

Starfleet personnel may intervene in local planetary affairs to restore general order and to secure the lives and property of Federation citizens only upon receiving a direct order to do so from a civilian official with the title of governor (or foreign equivalent) or higher.

General Order 15

No officer of flag rank may travel into a potentially hazardous area without suitable armed escort.

General Order 16

Starfleet personnel may extend technological, medical, or other scientific assistance to a member of a previously unrecognized sentient species only if such assistance in no way compromises the Prime Directive or the security of the Federation or Starfleet.

General Order 17

Starfleet vessel captains are to consider the lives of their crew members as sacred. In any potentially hostile situation, the captain will place the lives of his crew above the fate of his ship.

General Order 18

Upon being accused of treason against the Federation, Starfleet personnel may demand a trial conducted by the Federation judiciary. If the individual is acquitted, Starfleet Command shall have no further legal recourse against the accused in said manner.

General Order 19

Except in times of declared emergency, Starfleet personnel may under no circumstances convey personnel or material between planets or planetary systems when there is reason to believe that said personnel or material may be used to conduct aggression. This order applies to independent worlds within the Federation as well as to Federation members.

General Order 20

Officers and personnel of Starfleet Command may employ whatever means necessary to prevent the possession, transportation, sale, or commercial exchange of sentient beings being held against their wishes within the boundaries of Federation space.

General Order 21

No Starfleet personnel, either officer or enlisted, may offer his services to an independent foreign government without the express authorization of the Federation Council.

General Order 22

As the rights of individual expression and free discourse are considered sacred, Starfleet personnel may debate the policies and decisions of their governmental representatives privately at any time, to the extent that such discussions do not violate their command oath or specific duties to the Federation per these General Orders or Starfleet regulations.

General Order 23

When verifiable proof is presented to the senior commanding officer of a Starfleet vessel or post that a Federation representative may currently be acting or has acted in the past to violate the Prime Directive, the officer may relieve said representative of office, then assume the full powers of that office pending a full investigation by government officials.

General Order 24

If a commanding officer deems that an individual or group of individuals pose a threat to Starfleet personnel or Federation civilians, he may take any action deemed necessary (including the use of force) to secure the safety of those threatened.

General Order 25

Civilian and military personnel taken into custody by Starfleet personnel during times of extreme emergency shall be accorded proper treatment consistent with rank or station, insofar as such treatment does not compromise the security of the Federation or Starfleet.

General Order 26

No member of a ship's complement or other ground-based installation can be held directly accountable for the actions of their superiors. Similarly, no member of a ship's company or other Starfleet personnel will share in disciplinary measures taken against the commanding officer(s) if said individuals were not directly involved in the actions leading to disciplinary measures. This order extends to conditions involving proven violations of the Prime Directive, where proof of such violations exist.

General Order 27

No member of Starfleet shall be required by the assignment of standard duties and responsibilities to undergo extended separation from his family if family members can be reasonably provided for aboard ship or as a part of an existing Starfleet installation.

General Order 28

No officer of command rank shall be removed from command status unless such action has the complete and unqualified agreement of at least three senior officers present. Whenever possible, such officers shall include the ship's First Officer, Chief Medical Officer, Counselor, and one junior officer of command station.

General Order 29

The primary responsibility of the commander of any Starfleet vessel or installation is the welfare and safety of his crew, including any civilian members. No action may be taken that creates an unwarranted threat to the safety of those individuals under the officer's charge, except in the line of duty and when otherwise unavoidable.

General Order 30

Starfleet Command recognizes the right of each ship commander to interpret the specifications of the Prime Directive as he sees fit, consistent with the conditions of other existing general orders in effect, and based upon circumstances that may arise in dealing with newly discovered sentient races.

General Order 31

The conditions and specifications of the Prime Directive shall henceforth apply to all sentient lifeforms discovered, whether they are of natural or artificial origin.

Character Creation / Things to consider when writing your character sheet
« on: February 15, 2017, 03:53:44 PM »
- When writing your character's background, please read the story summary.

- Good characters have virtues. Great characters have flaws. Characters for the room are expected to be realistic, even for a futuristic science fiction world.

- Heroic characters are welcome and appreciated, including those with special skills or abilities, but it is expected that for each special skill or ability a character might have an offsetting flaw or vice. It is expected that flaws listed on a character application be used in storytelling, and not added in to get away with being heroic.

- It’s understood that most writers do not have a complete grasp of a character on its initial inception; characters grow all on their own in the writing of them. New characters are not expected to be as in-depth as established characters, but the expectation is that a realistic persona is presented that is open and welcoming to development. This is as much (if not more) for the enjoyment of the writer than anything else!

- However, those characters that stretch the boundaries of realism into ‘god-moding’ will be promptly addressed by the GM; remember, the GM is playing too. The GM is more than happy to work with players on their character concepts, but the reverse is expected as well in that the player will work with the GM to maintain a level of believability that is inherent in fun, quality writing.

- The USS Archangel, the other various ships and the Star Trek universe are a big place full of adventures and stories to be told. As characters progress and writers get accustomed to the pace of activity, more characters can be approved at the discretion of the GM.

- Rank is determined for each character on joining, and will be worked out with each player to best fit the character. That being said, understandably a Starship cannot function with a great number of Commanders and Captains overseeing each part of the ship. A storyline benefits from a mix of junior and senior officers to propel the story.

- Make sure to read the section General Rules above before posting your character sheet for approval. When submitting your character, use the character sheet provided. The GM approves the applications before the applicant is allowed to post in the RP.

The Archangel's newest shakedown cruise started off a bit bumpy with the discovery of a computer virus in the system that seemed like it had been there for quite some time. With the help of Lt Commander Irae and Lieutenant Winters and GEN, the computer virus was isolated and removed from the system.

The Archangel then received a distress call from a colony not too far from their coordinates. It was discovered that the colony had contracted some form of disease that had been dispersed there manually by someone. SSgt Ashmore and his marines as well as the away team from the Archangel worked together [also see nearly killed each other] to find a cure for this. Nearly 1/10th of the colony was decimated by this disease before a cure was found by Doctor McCoy.

Among the survivors, it was discovered that one of them was actually wanted by Starfleet. The civilian doctor, Dr Nikolai Rostov, was wanted on matters of treason and sedition for crimes committed during the Federation-Cardassian conflict years prior. Captain Kane ordered him to the brig where they are awaiting transport by Starfleet Security.

Announcements / Character Sheets
« on: February 07, 2017, 01:28:46 AM »
We've been noticing a trend with people coming in and not having character sheets on the board.

While this is fine for a limited time, all characters are required to have sheets on the board before long-term play. Many of you have been in the room for quite a while and still do not have character sheets up. If you think you've posted a sheet before, let us know and we can search the boards in case it got deleted. If you need help creating a sheet, let any mod or anyone in the room with a sheet know and we can set some time aside to help you.

History File: U.S.S. Archangel N.C.C. 73901

The U.S.S. Archangel, N.C.C. 73901, is the third Federation starship to bear the name; the ship's predecessors date back to the earliest days of the Federation itself and along with its rather distinguished service record, the ship also bears the distinction of belonging to a very small group of vessels that have never been lost in action.

The first vessel to bear the name was an Anton class Medium Frigate, N.C.C. 777, commissioned in 2235. It was initially designed as a test platform for various systems and warp propulsion units that would later be implemented on the larger Constitution class of starships that were in the design and testing phase during their construction; as such the Anton class was the first Federation vessel which was built as a modular system, making it easily upgradeable and interchangeable as newer systems were designed and tested.

This would prove to be the Anton classes greatest asset as the space frame could be easily modified as technology improved, keeping it up to date with the rest of the fleet and allowing it to continue its service life even long after the more specialized vessels were phased out of service. The Anton class would be upgraded a number of times during its service life and would outlive even the venerable Constitution class that it was designed to act as a test bed for, the ship would also serve as the basic design frame for the Miranda class of starship.

The first U.S.S. Archangel served in Starfleet for 52 years, the first 44 of which as a Medium Frigate. Its service record was extensive and the ship itself logged more combat hours than any ship in service to that point, to include the starship Enterprise. Four Captains would command the vessel during this period of time, including the legendary Commodore Elias Jenolan, who almost single-handedly repelled the Klingon incursion of 2267, which would mark the last major combat action of the vessel's career, and who would later have a ship class named after him.

HISTORIAN'S NOTE: This Incursion took place just prior to the Organian treaty being enforced and were considered the opening, and fortunately only shots to be fired during the war that never was. Never the less the Commodore scored no less than nine ships destroyed in under two hours of fighting, while only loosing three in his battle group.

It was after this battle and due to damages taken to the ship that Starfleet decided, in spite of the fact that the vessel had undergone major upgrades to its structure and systems only five years prior, that it would be reclassified as a Medical Frigate and removed from front line service.

In spite of this reclassification Commodore Jenolan remained in command throughout the remainder of the vessel's lifespan and even successfully lobbied to have the class renamed to 'Anton II Class' to reflect the radically different design that had evolved from the original space frame.

Commodore Jenolan would retire the vessel at the end of its 52 year service history in 2287 and take command of the second ship to bear the name, an Excelsior Class Heavy Cruiser, U.S.S. Archangel, N.C.C. 2777.  The original U.S.S. Archangel, N.C.C. 777 is currently housed at the Federation Fleet Museum in orbit of Memory Alpha.

The second ship to bear the name was commissioned on July the 7th 2292, nearly five years after the retirement of the first Archangel. It was the second Excelsior class starship built and the first to be designed minus the experimental transwarp drive system. Ironically, the ship was initially to be designated as the U.S.S. Enterprise, N.C.C. 1701-A and serve as the Excelsior's sister ship, but due to pending legal action against then Admiral James T. Kirk and pressure from Commodore Jenolan, the designation was changed prior to christening and launch.

Commodore Jenolan would command the new Archangel for an additional 10 years, eventually being promoted to the position of Starfleet's Chief of Naval Operations and then later the President of the United Federation of Planets. The ship itself would also have a similarly illustrious and long service life as well and whenever possible the CNO and later President would return to the vessel as often as possible.

The history of the ship would begin in a baptism by fire during the tense aftermath created by the destruction of the Klingon moon of Praxis that would set the mold for the vast majority of its operational career. Although a peace treaty was indeed formed and ratified at Khitomer, tensions increased and limited scale engagements broke out across the Klingon Federation boarder by those Klingons not willing to adhere to what they considered to be a destruction of their way of life. This would ultimately lead to what has been referred to as 'the three month war,' which of course then lead to the prolonged cold war that lasted for nearly 25 years between the two governments.

During this entire period of time the U.S.S. Archangel was the command flagship in charge of all operations and actions within the Klingon sphere of influence, seeing 7 regular commanding officers and no less than 4 temporary commanders during the period of time that the neutral zone was patrolled and enforced.

A number of commanders of note would command the U.S.S. Archangel during its operational lifetime, among them are: Fleet Admiral Lakota, who would later become the CNO of Starfleet Command and the person most directly responsible for the redesign of the Excelsior class of Starship to its present configuration, Admiral Hahn, who would later become the superintendent of Starfleet Academy, Admiral Mitsuya, who would later head Starfleet Operations, and a temporary commander who would later become one of the most famous war heroes in recent Federation history, Admiral William Ross.

The U.S.S. Archangel, N.C.C. 2777, ended its long career after serving through the Dominion war. It participated in nearly every major battle of the war to include both battles of Chintoka, the retaking of Deep Space 9, the Battle of Betazed and the push into Cardassia. In spite of various upgrades the space frame was deemed too old, and had taken too much damage during the war to be able to continue to serve and was decommissioned from active service two weeks after the war ended on July 7th 2375, the ship had served continuously for 83 years, far outliving every other vessel in its class and logging more space flight hours than any other vessel in Starfleet history.

Due to this extraordinary record of service the vessel was sent to the Federation Fleet Museum at Memory Alpha, where it sits in berth, in pristine condition, docked next to its Anton Class predecessor and namesake.

The third and final starship to bear the name is a Sovereign Class Heavy Cruiser, N.C.C. 73901. It was commissioned on July 7th 2383 and was first commanded by Captain Daniel Cortez, who since has been promoted to Admiral. Captain Jasen Kane now commands and is the ship's second Captain.

The vessel would enter service just after the short Romulan Federation war and her first missions are that of exploration into the former Romulan boarder areas that have been previously unexplored to this point.

The ship has been equipped with a number of experimental and new design systems, such as a Quantum Slipstream Drive and an artificial intelligence unit. It is hoped that the near legendary status of this vessel can be maintained while exploring this potentially hostile and new frontier as it continues to uphold the highest standards and traditions of the United Federation of Planets and boldly go where no one has gone before.
